OK THIS IS IT.
The fix for the "blackbox bug".
People were getting the bug with CS 1.6 and DoD, or any other HL engine game. The only known fix back then was to use D3D, but most people don't like that.
NOW HERE IT IS:
Steps to fixing:
1. Install 91.xx (I prefer 91.33 for GF non-7950)
2. Have CS 1.6 or any HL engine game on your steam account
3. You encountered the blackbox.
4. Anyway, go to Start->Run-> type "regedit" without quotes -> hit Enter.
5. Navigate to HKEY_CURRENT_USER\Software\Valve.
6. Delete the "Half-Life" folder
7. Delete clientregistry.blob in your steam folder
8. Delete the "counter-strike" folder but backup every new map or whatever mod you downloaded (optional, i think).
9. Relaunch CS 1.6 and tweak your settings
10. Enjoy! No more black box.
